Update to Impact Statements report

The following updates have been requested to the Extension Impact Statements report:

  1. Change grouping of records from program area to person.
  2. Increase the font size in the report
  3. Add Report Run Date to the top
  4. Add List of Counties Impacted (recently added value to the screen)
  5. Resolve formatting error in Collaborations list
  6. Move Scholarship below Collaborations
  7. Add DEI and Carnegie content if it exists on the file.

On the report run screen, add two filters to support user selection of Extension Program Area and Location attributes at the time of running.
