update to summary screen

Make a change to the Administrative Assignments summary screen.  The current format is 
[ROLE]
[START_DATE] - [END_DATE]

We would like to change the format to add logic to show [Explanation of "Other"], so something like:
IF [ROLE] <> "Other" THEN [ROLE] ELSE [Explanation of "Other"] END 
[START_DATE] - [END_DATE]

This change is requested by Extension to improve the ability to distinguish Administrative Assignment records.
