improve usability of pubs dropdown

Based on user feedback, we are making the following change to the AES Reporting screen. 

Change the text that shows up in the Publications and Intellectual Contributions dropdown.  Current the dropdown is populated using [PUBTYPE] [TITLE] and sorted alphabetically.  We would like this to look like the NSF screen that is populated with [YEAR]: [TITLE], however we would like the sort order to be newest to oldest instead of oldest to newest as the NSF screen is.

This change has been approved by John Talbot and was requested by Linda Brewer based on faculty feedback.
